Dear ladies and gentlemen,

Let me introduce the short list of candidates for the position of regional sales manager in RZD representative office in Baku. 
Two best persons were chosen from 50 applicants. 

All of candidates have extensive management experience in sales. We also assessed their personality, problem-solving, and social intelligence traits required for this position. Of course they have good presentation, negotiation and communication skills, Ability identify potential new customers as well as detect and foresee market trends.

But shortlist was completed taking into account regional characteristics and specifics.
Considering the fact that Russian Railways is just opening its representative office in Azerbaijan, we preferred to focus on candidates who is more person-oriented rather than task-oriented. Personal relationships play an important role in the business culture of Azerbaijan. You will be able to make successful deal with an Azerbaijani partner only when you manage to establish trusting, warm, friendly relations with him.

So the first candidate was born, grew up and studied in Azerbaijan and he is well acquainted with the mentality of the local people. This fact can help him be more diplomatic at the stage of building relationships and establishing business connections. Also, his Azerbaijani origin including language knowledge will help him quickly gain the trust of local businessmen. Besides he worked in the Ministry of foreign trade which is another advantage that can be appreciated by Azerbaijani elites.

Second candidate is 35 years old  head of the department for cooperation with the Caucasus and Central Asia countries in a big international  logistic company. So he has a more then 10 year successful experience in making business with partners from high power distance countries. And he really understands how to negotiate with adversaries who don't want to be imposed anybody views. He has advanced level in English and he is well acquainted with transport specifics. 
Moreover the opening brunches and representative offices of his company in Caucasus and Central Asia countries is a part of his job responsibilities. 

At first glance, the first candidate is more suitable for this position. But he's not perfect. He doesn't have enough business experience. But Russian Railways plans, first of all, to develop business in Azerbaijan and not just to establish warm connections.
The second one is also not ideal. He is too young to be a high-level leader from the point of view of a country with a high power distance. So he hardly ever can gain the respect and trust of the Azerbaijani business establishment very soon.
But let's look at them from the other side/ What we can see? We can see the ideal team. The symbiosis of a leader with deep knowledge of national and cultural local characteristics can be complemented by modern methods of doing business with the new business generation in Azerbaijan.
